On a T1 or xDSL span the enemy is crosstalk between pairs in the same sheath, not noise from outside it. These constructions therefore screen each pair on its own and leave the cable unshielded overall, which keeps near-end crosstalk down without the stiffness and the bonding work an overall screen brings. It is the reason this build is specified for carrier feeds and riser runs rather than a general-purpose data cable.
